Born in Montevideo in 1822, Calvo came to Buenos Aires to study law &amp; made a career as a diplomat for both Argentina &amp; Paraguay. While in the service of Carlos L\u00f3pez, father of Paraguayan dictator <a href=\"http:\/\/www.recoletacemetery.com\/?p=258\">Francisco Solano L\u00f3pez<\/a>, an incident occurred which would shape Calvo&#8217;s career for the rest of his life.<\/p>\n<p style=\"text-align: justify;\">A native Uruguayan with a British passport was arrested &amp; found guilty of attempting to assassinate Carlos L\u00f3pez. Calvo responded to British demands for immunity with what eventually became known as the <strong>Calvo Doctrine<\/strong>&#8230; any foreign resident is subject to local laws &amp; court procedures, &amp; diplomatic pressure from the foreign nation will be ignored as well as any attempt at armed force. Pretty gutsy. We may take this legal notion for granted today, but European powers often interfered in the affairs of the Americas during the mid-1800s. The Calvo Doctrine signified an important step for international law &amp; a means for American nations to assert their independence.<\/p>\n<p style=\"text-align: justify;\">Unfortunately no one seems to care that the Calvo vault is falling apart. In constrast to its current condition, an enormous bronze plaque pays tribute to Calvo, whose remains were brought to Recoleta Cemetery after his death in Paris in 1906. The complete text is transcribed below (errors included):<\/p>\n<p style=\"text-align: center;\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter\" title=\"Carlos Calvo, Recoleta Cemetery\" src=\"http:\/\/www.recoletacemetery.com\/images\/200801A38.jpg\" alt=\"Carlos Calvo, Recoleta Cemetery\" width=\"300\" height=\"450\" \/><\/p>\n<p style=\"text-align: center;\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter\" title=\"Carlos Calvo, Recoleta Cemetery\" src=\"http:\/\/www.recoletacemetery.com\/images\/200801A38b.jpg\" alt=\"Carlos Calvo, Recoleta Cemetery\" width=\"450\" height=\"300\" \/><\/p>\n<blockquote><p>Buenos Aires Noviembre&#8212;27 de 1906&#8212;debiendo desembarcarse el d\u00eda jueves&#8212;29 del corriente \u00e1 las 10 a.m en el puerto de esta capital, los restos del Se\u00f1or Carlos Calvo, ex-enviado extraordinario y ministro plenipotenciario de la Rep\u00fablica Argentina en Francia. Y siendo un deber del gobierno honrar la memoria de ese distinguido ciudadano por el alto puesto que ha desempe\u00f1ado y los grandes servicios que ha prestado al pa\u00eds, el Presidente de la Rep\u00fablica en acuerdo general de los ministros, decreta:<\/p>\n<p>Art 1\u00ba Por los ministerios de guerra y marina se dictar\u00e1n las disposiciones necesarias para que a la llegada de los restos a esta capital y en el acto de su inhumaci\u00f3n, se le tributen los honores militares correspondientes \u00e1 General de Divisi\u00f3n. En ese d\u00eda la bandera nacional permanecer\u00e1 a media asta en todos los edificios p\u00fablicos de la Naci\u00f3n.<\/p>\n<p>Art 2\u00ba Ser\u00e1 de cuenta del Tesoro Nacional el entierro y el funeral del Se\u00f1or Carlos Calvo, para cuyo acto se invita \u00e1 los altos poderes del Estado y \u00e1 las reparticiones civiles y militares de la Naci\u00f3n.<\/p>\n<p>Art 3\u00ba Comuniquese, publiquese y d\u00e9se al Registro Nacional&#8212;<a href=\"http:\/\/www.recoletacemetery.com\/?p=2996\">Figueroa Alcorta<\/a>, M.A. Montes de Oca&#8212;E. Lobos, Federico Pi\u00f1edo&#8212;R.M. Fraga, Onofre Betbeder, E. Ramos Mexia, Miguel Ted\u00edn<\/p><\/blockquote>\n<p style=\"text-align: justify;\">Basically, the plaque copies the text of a law which states that Calvo&#8217;s funeral expenses are covered by the national government &amp; that he will be given a burial with full honors.
